Excerpt: In the House: As we relayed in our email yesterday, the 2009 Safe Passing Bill, House Bill HB 827 was heard and passed yesterday by the Texas State House Committee on Transportation by a vote of 8-0.

Though the committee amendment to HB 827 includes several provisions that we find problematic, we are still working on the bill and have hopes that it can still be passed in a version that will benefit cyclists. Excerpt: SB 248, the Safe Passing Bill, which is co-authored by Senator Rodney Ellis and Chairman John Carona, will be presented to the State Senate Transportation and Homeland Security Committee on Wednesday, February 14 at 8:15 am. Your attendance is needed to show support of SB 248. The Hearing will take place in room E1.016 of the Capitol. Witnesses are ready to present their testimony; therefore, with respect to the Senators’ time, we need only the presence of concerned cyclists as a show of support.

Excerpt: The Senate companion bill, SB 248, authored by Senator Rodney Ellis (D-Houston), and co-sponsored by Senators John Carona (R-Dallas) and Senator Liticia Van de Putte (D-San Antonio) and Kirk Watson (D-Austin) remains stuck on the Senate floor. Having passed the Senate Transportation and Homeland Security Committee 6-0, only 16 Senators have confirmed their position on the bill. 12 Senators have not confirmed their positions with either yes or no to the scores of consituents who have called.

Excerpt: It seems that all of us have had the same negative first reaction to the “Brimer Amendment” to SB 248 and on reflection, the same turnabout. Also, May 9th, Senator Patrick offered a “required rear red light at night amendment” to SB 248 that has our blessing.

Excerpt: After introductions by everyone, we all divided into approximately twelve groups consisting of four members to a team. Each team was assigned roughly a dozen representatives to visit, making sure that each team member would have the opportunity of visiting his or her representative. In addition, each of us was provided a Capitol Building map indicating where the representatives’ offices were, and who was on board with the safe passing bill (Senate Bill 248/House Bill 1790), who was undecided, and who opposed the bill.

Excerpt: The 2007 Legislative session has ended and the Safe Passing bill, SB 248, withered on the vine. SB 248 was one of a couple of hundred bills that did not get a vote on the House floor before the clock struck midnight.
