A Safe Passing Ordinance or Vulnerable Road User Ordinance is a key part of making your community’s roads safe for all users. 22 cities in Texas have passed the ordinance based on model language from a statewide bill. The ordinance establishes a standard safe passing distance of 3 ft for most vehicles and 6 ft for Commercial Vehicles. It also prohibits the “right hook” (turning dangerously in front of a vulnerable road user) and failing to yield when making a left turn at an intersection.
The passing distance typically applies to “Vulnerable road users” including pedestrians, runners, physically disabled persons, children, skaters, construction and maintenance workers, tow truck operators, stranded motorists, equestrian riders, and persons operating a bicycle, motorcycle, or unprotected farm equipment.
