Freddy Ramirez

Alfred P. "Freddy" Ramirez is a Professional Engineer Corpus Christi, Texas.  Due to his profession he has specific knowledge related to engineering guide requirements for bicycle infrastructure, such as the American Association of State Highway Transportation Officials (AASHTO) and the Manual of Uniform Traffic Control Devices (MUTCD).  He also has experience working with Traffic Engineers at the State (TxDOT), County (Nueces) and City (Corpus Christi) level.

Annie Melton

Annie Melton, AICP, has been an active member of the Texas bicycle advocacy community since 1982. Annie founded Bowman-Melton Associates in 1993 and serves as its President. She has more than 25 years of experience in providing pedestrian and bicycle transportation and recreation services either as a lead contractor or on teams with other planners, researchers, landscape architects and engineers.

Tom Riddle

Tom Riddle is now retired after a long career with Royal Dutch Shell. Tom enjoys cycling for fitness, fun, competition, and transportation. He has been riding with The Woodlands Cycling Club for about 30 years. Tom has experienced firsthand what it’s like to bicycle in many parts of the US and the rest of the world, and hopes to apply some of that knowledge to benefit everyone who rides a bike in Texas.

Tom is a graduate of LSU, Rice University, and The University of Houston 



Doug Black

Fort Worth

Doug Black is an attorney in the Fort Worth City Attorney's Office and a former employee of BikeTexas. He brings a knowledge of Texas transportation statutes as well as experience in lobbying and drafting legislation; he has helped draft legislation such as the Safe Passing Bill. Doug is a dedicated bike commuter and a recreational cyclist who enjoys completing triathlons.




David Ham

TREASURER - Board Member since 2013


David Ham owns Peyton’s Bikes in Midland. David started managing Peyton’s when he graduated from college and agreed to help out until “I found something better” – that was in 1972 and he still hasn't found anything better than working with bicycles and the people who ride them!

Charlie Gandy

Charlie Gandy is the founding Executive Director of BikeTexas, serving in this role from 1991-1993.  He founded BikeTexas after serving in the Texas Legislature, which gave him a valuable expertise in Texas politics.  He later went on to work with local, state and national bicycle advocacy organizations all over the country as a staff member for the National Center for Bicycling and Walking.  Charlie is currently president of Livable Communities, inc., works with the City of Long Beach, CA as Mobility Coordinator, and is a daily bicycle commuter.


Francesca Funk

Francesca Funk is a market researcher and part of the Irving Bike Lane Task Force, whose goal is to make Irving a bicycle-friendly city. As part of her work to build grassroots support for bicycling infrastructure, Francesca has reached out to civic boards and neighborhood associations, and has formed partnerships with groups like the Irving Health Board. Francesca rides her bicycle primarily for transportation, but she also rides for fun when her schedule allows.


Ryan Hanson

Ryan Hanson is a Global Software Delivery Manager at Verdande Technology in Houston. Ryan is a fomer volunteer and employee at BikeTexas, so he has a solid understanding of BikeTexas' mission. This experience lends itself to him being plugged in to a great national, state, and local network of individuals who are share similar values.

Ryan envisions a more bike-friendly Houston with grassroots growth in cycling and awareness in the region.


Mark Peña

Mark Peña is a Real Estate Law and Title Insurance attorney in Edinburg. Mark is active with local governments and local and regional boards and organizations including the Lower Rio Grande Valley Sierra Club and the Sierra Club Lone Star Chapter. He has created and provided a number presentations on livability, cycling and environmental issues at various conferences, meetings, and events throughout the Valley. Additionally, Mark founded Ciclistas Urbanos, a Rio Grande Valley cycling organization dedicated to urban cycling. Ciclistas Urbanos advocates for cycling infrastructure and amenities, and is focused on cultivating a culture of cycling in the Valley.


Torrance Strong

Torrance Strong, a Louisiana native, holds a BS in Psychology from Southern University - Baton Rouge, LA. He has maintained his love for cycling since childhood and has emerged as a successful entrepreneur. Mr. Strong operates a bicycle based business, T. Strong Transportation.

Brenda Taylor Colman

Board Member Since 2015



Currently Brenda works as a NASM, Certified Personal Trainer seeing over 22 clients a week at the Yoakum Shape Shop and is a group exercise instructor at the Cuero Wellness Center teaching 4 classes a week including Pump and Spin.Brenda Coleman lives in Yoakum, Texas and is an avid cyclist riding over 5000 miles per year.  Brenda has a BA from Texas State University, and has worked for 20 years in the non-profit arena mainly with Habitat for Humanity.  Brenda is married to Kevin Coleman, City Manager of Yoakum, Texas and has two children, Lucy -18 and Ella Grace -14.

Alberta Phillips

Alberta Phillips is an associate editor with the Austin American-Statesman. Her duties include writing daily editorials and frequent columns. She joined the American-Statesman in 1986, but has been a member of the editiorial board since July 2000. She writes on a variety of topics, but specializes in politics, education, juvenile justice, public school financing and education, religion, health, racial issues, social justice and Texas politics. Phillips also writes a regular column. Her columns reflect many of the issues people grapple with on a regular basis; race relations, parental responsibility; community values; and culture. She has twice been nominated for a Pulitzer Prize and has won many prestigious journalism awards over her career, including first place for editiorial writing from the Texas Associated Press Managing Editors and first place for column writing from Headliners Foundation of Texas. Prior to joining the Statesman, Phillips worked for various African American and weekly newspapers in the country. 

She has been a member of advisory board for Salvation Army and for African American Harvest Foundation. 



Cindi McBride

Cindi McBride is the owner of Bike World in San Antonio and is the Executive Director of San Antonio B-cycle. She also sits on the board of Bicycle Mobility.

Cindy promotes cycling through her business and personal riding. She believes in promoting cycling access and safety to all levels of riders.


Cassondra Taylor

Cassondra Taylor is a retired veteran of the U.S. Navy with an ongoing second career in process engineering, marketing and project management.  She has worked for corporations such as General Electric and American Express and in government with the Texas Department of Transportation and the Texas Department of Public Safety.  Cassondra has served on a number of nonprofit boards and was most recently a Commissioner with Austin’s Community Development Commission where she advised on topics of housing affordability, safer neighborhoods and the city’s livability.  She and her husband cycle throughout Hill Country.  Cassondra is an advocate of providing better commuter options that incorporate cycling.
